Last week, we took a closer look at the Department Executive Committee – what it is and how it works. The key point to remember is this: the DEC acts only as a body during official meetings, with its decisions recorded in the minutes. No single person can speak or decide for the DEC alone. Just as important, the DEC does not operate in secret behind closed doors. While rare situations may require a closed executive session, the vast majority of DEC business is conducted openly. Every member shares responsibility for staying informed and paying attention to how decisions are made.
This week, we will take a closer look at the members of the DEC and their individual roles and responsibilities.
Understanding the Role of Department Executive Committee Members
Serving on the Department Executive Committee is one of the most serious responsibilities a Legion member can accept. DEC members act on behalf of the entire Department between conventions and help ensure the organization operates according to the rules adopted by the membership. That means they must have a strong working knowledge of the Department Constitution & Bylaws (CBL) and the Department Operating Procedures (OP).
Voting members of the DEC include the Department Commander, four Department Vice Commanders, the twelve District Commanders, and the National Executive Committeeperson. While Past Department Commanders and any appointed Department Officers may take part in discussions, voting authority rests only with those elected or designated positions.
The Department Commander serves as the ceremonial head of the Department. The Commander presides over the Department Convention and DEC meetings, represents the Department publicly at events and activities, appoints commission and committee leadership (subject to DEC ratification), and serves as an ex officio member of the Department Finance Commission. Day-to-day administration, however, is handled by the Department Adjutant, reinforcing the shared nature of leadership and governance.
Department Vice Commanders, one from each Area, play a key role in supporting membership growth and leadership development. They serve on the Department Membership Committee, work closely with District Commanders, conduct Area Training Workshops, and host Area Round Tables to mentor and train District leadership. They also carry out duties assigned by the Department Commander when requested, always within the authority established by the governing documents.
District Commanders are elected by the Posts within their District and serve as the direct link between local Posts and the Department. They preside over District meetings, appoint District committee chairs, support membership programs, promote Department initiatives, and provide training and mentorship to Posts. District Commanders also report regularly to the DEC, ensuring that local concerns and successes are heard at the Department level. Each District is encouraged to elect a Vice Commander to assist and represent the District when needed.
The National Executive Committeeperson (NEC) serves as the official liaison to National Headquarters, reports national actions back to the DEC, and conveys Department recommendations to the National Organization. An Alternate NEC is also elected to serve when needed; while the Alternate may participate in discussion, voting authority is limited as defined by the ByLaws.
It’s important to remember that DEC service is not about titles or status. It is about governance, oversight, long-term stability, and protecting the integrity of our organization. DEC members are expected to think beyond their own Post or District and consider what is best for the Department as a whole.
DEC members are responsible for attending meetings, reviewing agendas and supporting materials, participating in discussion and debate, and voting on matters before the committee. Decisions are made collectively. Individual DEC members do not act alone and do not speak for the DEC outside of meetings unless specifically authorized to do so. Votes carry responsibility, and DEC members are expected to ensure decisions follow the Constitution and ByLaws.
Service on the DEC also requires commitment of time and preparation. Members should expect regularly scheduled meetings, occasional special meetings, and time spent reviewing documents in advance. Good DEC members come prepared, ask questions when needed, and make decisions based on facts, rules, and the long-term health of the Department.
Just as important is understanding what DEC service is not. It is not a management role, not a platform for personal agendas, and not a way to bypass established process. DEC members do not run the Department’s day-to-day operations. That responsibility belongs to officers and staff operating within authority granted by the governing documents.
A strong DEC depends on informed, prepared members who respect process, listen carefully, disagree respectfully when needed, and are willing to say, “This needs more information.” Good governance does not require constant agreement. It requires careful, lawful, and transparent decision-making.

Department Executive Committee (DEC)

Between Department Conventions, the administrative power of The American Legion, Department of Washington, is vested in the Department Executive Committee.
The DEC executes the policies established by the Convention, manages Department affairs, and provides oversight of programs, finances, and officers.

Department Commander (Bylaws Art. II § 1)
- Serves as the ceremonial head of the Department
- The Department Adjutant is responsible for the day-to-day operations of the Department
- Represents the Department in all public, inter-organizational, and Legion-Family functions
- Presides at the Department Convention and all DEC meetings
- Appoints chairpersons and vice-chairpersons of all Department commissions and committees (which are subject to ratification by the DEC)
- Serves ex officio on the Department Finance Commission

- Serve as standing members of the Department Membership Committee
- Work with the District commanders to support membership recruitment and renewal efforts
- Provide training, mentorship, and support to the Districts and Posts in their respective area
- Conduct at least one Area Workshop
- Conduct at least two Area Round Tables each year with District leadership
- Attend District Spring Conferences
- Perform duties assigned by the Department Commander when requested

- Elected by the Posts within their District
- Serve as the direct link between the local Posts and the Department.

- Supervise post development
- Provide leadership training
- Evaluate Post performance
- Promote and coordinate Department programs within their District
- Present written and oral reports to the DEC
- Each District should elect a Vice-Commander to represent the Commander when they are unable to attend events themselves

- Elected in even-numbered years for a two-year term to represent the Department of Washington on the National Executive Committee of The American Legion.
- Serves as the Department’s official liaison to National Headquarters.
- Reports to the DEC on national actions and conveys Department recommendations to the National Organization.
- Ensures coordination between Department and National policies, programs, and legislative initiatives.
- The Alternate-NEC is elected to represent the NEC when they are unable to attend events themselves. The Alternate-NEC has a voice but no vote on the DEC at all other times.
